It is a file made by one of the developers on his own time. There are many posts I made in the HOI 3 threads. It explains in detail.

Hello I read your post about crashing in HoI3 and was wondering what is podcat.exe ??? I have the base game pluse semperfi , for the motherland and thier finest hour . I can play a month or 2 and blam just crashes to desktop. I upgraded my rig in 2022 and upgraded my GPU last fall. Hope thats enough info to start :)
