In any case, there should be stricter punishment for players who lack basic game knowledge or intentionally play poorly. I understand that nobody is born knowing everything, but if there are rules and a report system for this, they should be enforced.

You can expect your team to follow your calls if:
1. You are the highest-mmr player on the team
2. You are not the highest-mmr player, but the highest-mmr player is not making any calls, and no one has asked you to stop
3. The calls are simple and given in English in text chat, or you have made sure your team understands your language, has voice chat enabled, and has not muted you
4. The calls are not toxic
In any other cases, you can't report someone for not following your tactical calls
