Is there a way a tactic to remove this in game short of destroying the civ entirely? I know there are ways to counter the effect - happiness buildings, trading resources, the cultural slider, civics plus garrison - but I'm looking to remove it. Background is I took the Aztec capital late game and there is -7 unhappiness from this. The pop is 19 so I have lots of unhappy workers unless I put a large garrison in. I am new to Civ 4, but have over a 1000 hours in Civ5 (well offline added, more like 2000+). I wanted to go in blind with no mods, but decided to come here and humbly seek your wisdom. Civilization is one of my favorite franchises, if not my favorite. I have about 3000 hours in Civ 5, and I played Civ 4 a long, long time ago... I also tried Civ 6, but I just can't. It's total garbage. I won't even waste words on Civ 7. My question is why do you still play Civ 4, and not Civ 5, for example? Does Civ 4 work well on Windows 10 and 11? I'm asking this because I'm getting a little bored with Civ 5, and since I have no other choice, I plan to go back to Civ 4....

Added all DLCS etc. Game almost became a hater almost everyone went to war? Insanely hard at times and no fun? Map generation was poor? I am hoping it is me?
