I cant get this game to start. i have tried a few different things but none of them worked. does anyone know a way to fix this on w11?

I want my money back for this game and I also want to be able to give it a bad rating on the store page, but STEAM refuses to refund me and there's conveniently no option to review this game on my store page. Imagine that.
