I do think that the Weekly Challenges are (primarily) intended for people who have played long enough to be quite familiar with the different map types, and so far have had their little 'quirks' of some kind, intended I guess, to test us a bit. But as for quite high %-s anyway, I think that's bc many people aren't playing the game with thought for the scoring, much, but mostly for what looks nice. So they'll play fairly 'blindly' until they run out of map-pieces or playable cards, and get stuck around halfway somewhere, and then just start a new one.
Which of course, is a valid way to play it too - it's very pretty :-)
