I wouldn't get TDU2 off steam, firstly it's £40 compared £25 on amazon and play.com is about £27. Secondly I don't think the steam pre-order comes with the Casino DLC since there is no mention of it. If you want the steam in game overlay just create a shortcut in steam and run it that way, then you get the cheap price and the DLC whilst still being able to use the steam overlay :)

@ maggit00 | Dr. Spaceman ~ I agree, I feel skeptical that they are going to force users to DL DLCs with hard earned money... I think they should at least import the TDU 1 cars & the DLCs from that into TDU 2.
