Grinding levels is not a skill; figuring out how to defeat an enemy you aren't ready for is.

Action RPGs will top these these lists; however there are some other turn based type of games that also reward skill and punish powerleveling like Last Remnant, and many games that scale the encounters to your level (IE if you level wrong you will have harder battles).
