Guys, the MiniBeast is right, you cannot get the skins till Valve will add one into a case. Follow my workshop, hit the like buttons and I am sure someday we will see some of my skins in game! Never give up!

darKK- You only can get skins when Valve give permission,and permission can only be get when u rateup/follow the skin :)
