They've ported the 2008 version over to the newer 2013 source engine, so the security issues are gone!

you know ? i wish Team fortress 2 classic & Pre-Fortress 2 release to Steam... but source code will so easy leaked. thats why non-steam versions.

I really wouldn't trust the old build to be honest. During the initial playtests I ran, one of our playtesters was blatantly speed hacking in a game. There are also other unpatched vulnerabilities, such as the VTF spray virus exploit that that same playtester later used in TF2Classic in 2015 to steal items from several people and tried to pin it on me after brute forcing his way onto my VPS to host a fake official VaultF4 server so it would have my VPS' IP.
