@Deadsmoker - All DLC is available when you when you buy the regular game... you just purchase it :)

i have no idea why your installs of the dlc fail. Not that it is of any use to you but all the DLC just downloaded and installed without any problems for me. I think you have more luck asking it in the official forums for Dragon Age (not the steam one) maybe someone from tech support there could help you.
