Shadow the fat cat account has been permabanned, public announcements restored. Some of the users that have been adding to the spam have been banned as well. Keep in mind that enabling public announcements to all users may be practical, but is prone to these problems and we'll have to solve them on a case by case basis if we are to keep the announcements public.
