Is the screen supposed to be distorted like a badly set up CRT ? Also the screen resolutions are very strange and dont match any of the native modes of my Ultra Wide Screen monitor

I get a normal splash screen on startup, a rainbow colored starfield, then just pure visual chaos. I also have that Tempest 4k issue of certain visual elements not showing up. https://www.youtube.com/watch?v=vCd5FgUoToc&feature=youtu.be I'm assuming a drastic update was made at some point? Any way to roll it back to playable state?...

Normal mode works okay but neither Oculus VR mode gets anything beyond a blank window. Notably Polybius doesn't have the same issue. Any ideas how to diagnose the issue?
