I'm finding it very difficult to believe that in 42 years, not one person has been capable of translating this title, yet here we are. I'm making a real attempt here, but I haven't had any luck in exporting relevant files here to translate them.

Why isn't an English version available? I played this game in the 80s and have been looking for it for years. I finally find it, only to discover nobody can be bothered to put up the English version? Come on, now!

13 dollars for a game from 1983, with only Japanese language support. Is this a cry for help?

I can live with it being only in Japanese, but the game needs to run so it can be played.

I think the issue here is that the version we had in the US on MS-DOS was a completely different software package. So its not just an English translation, its more of an English port. That said, why not include that along side this version? You could have an option in the launcher, and if the user chooses to launch the English version, just divert to a portable installation of DOSBox. It's not exactly 1:1 the same thing as "English translating the Japanese software" but at least we will be able to play ...
