For the 60 people who still play this game, I've created a rudimentary surrender mod that makes the naval AI more sane in regard to striking. I plan to tweak it more in the future and perhaps work on other balancing changes to create a more authentic combat experience, but for now it's just some simple changes to the surrender probability calculations that have made the game less annoying in my experience.
